white-space-collapse: preserve;\">Voix de la transformation, Selma Rassoul<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Ayant grandi en France, de parents syriens et am\u00e9ricains, j&#039;ai tr\u00e8s t\u00f4t compris ce que signifie vivre entre deux mondes. J&#039;ai toujours per\u00e7u mon identit\u00e9 comme riche, complexe et en constante \u00e9volution, mais durant mon enfance, j&#039;ai rarement vu cette complexit\u00e9 refl\u00e9t\u00e9e dans les instances d\u00e9cisionnelles. Plus tard encore, lorsque j&#039;ai commenc\u00e9 \u00e0 fr\u00e9quenter les institutions qui fa\u00e7onnent les politiques publiques, j&#039;ai constat\u00e9 un fait frappant\u00a0: les personnes les plus concern\u00e9es par ces politiques \u00e9taient souvent les moins pr\u00e9sentes.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Cela est devenu encore plus concret en 2012, lorsque des membres de ma famille ont fui la guerre en Syrie et sont arriv\u00e9s en France. Les voir se d\u00e9battre avec des syst\u00e8mes complexes qui n&#039;avaient pas \u00e9t\u00e9 con\u00e7us pour eux a transform\u00e9 ma conception de la justice. Des politiques existaient, des structures de soutien existaient, mais elles manquaient trop souvent de la r\u00e9alit\u00e9 v\u00e9cue. Ce d\u00e9calage m&#039;a marqu\u00e9e. Il m&#039;a amen\u00e9e \u00e0 m&#039;interroger non seulement sur les objectifs des politiques,<\/span><b> Mais qui a le pouvoir de les fa\u00e7onner en premier lieu ?<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Aujourd&#039;hui, en tant que responsable des programmes et du plaidoyer chez PLACE, je m&#039;efforce de combler ce foss\u00e9. PLACE repose sur une id\u00e9e simple mais puissante\u00a0: les personnes issues de l&#039;immigration ne sont pas seulement des b\u00e9n\u00e9ficiaires des politiques publiques, elles sont aussi des leaders, des innovatrices et des d\u00e9cideuses. Dans le cadre de mes fonctions, je con\u00e7ois des programmes qui permettent \u00e0 ces voix de participer activement et concr\u00e8tement \u00e0 l&#039;\u00e9laboration des politiques, non pas symboliquement, mais de mani\u00e8re significative.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Ce travail est en parfaite ad\u00e9quation avec mes convictions. Je tiens \u00e0 une gouvernance ancr\u00e9e dans la r\u00e9alit\u00e9, et non dans la th\u00e9orie. Je tiens \u00e0 des politiques \u00e9labor\u00e9es avec les citoyens, et non pour eux. Enfin, je tiens \u00e0 cr\u00e9er des espaces o\u00f9 l&#039;exp\u00e9rience v\u00e9cue est reconnue comme une forme d&#039;expertise.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Gr\u00e2ce \u00e0 PLACE, j&#039;ai pu concevoir et exp\u00e9rimenter concr\u00e8tement ce que cela peut donner. J&#039;ai collabor\u00e9 avec des villes pour cr\u00e9er des processus participatifs o\u00f9 les migrants si\u00e8gent aux c\u00f4t\u00e9s des \u00e9lus, non pas en tant qu&#039;invit\u00e9s, mais en tant que v\u00e9ritables acteurs. J&#039;ai constat\u00e9 comment la confiance se construit, comment les perspectives \u00e9voluent et comment de meilleures d\u00e9cisions \u00e9mergent lorsque davantage de voix sont entendues.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Au fil du temps, quelques r\u00e9flexions m&#039;ont marqu\u00e9e.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Tout d&#039;abord, je per\u00e7ois la politique comme un outil de transformation, mais seulement lorsqu&#039;elle est v\u00e9ritablement accessible. Trop souvent, elle para\u00eet distante, technique ou ferm\u00e9e. Or, lorsque les citoyens ont la possibilit\u00e9 de s&#039;engager et d&#039;influencer, elle se transforme radicalement\u00a0: elle devient un espace d&#039;action. J&#039;ai vu des personnes qui se sentaient autrefois exclues acc\u00e9der \u00e0 des postes \u00e0 responsabilit\u00e9 et fa\u00e7onner des politiques qui touchent directement leurs communaut\u00e9s. Ce passage du statut de personne dont on parle \u00e0 celui de personne qui prend la parole est profond\u00e9ment puissant.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Deuxi\u00e8mement, la repr\u00e9sentation ne se limite pas \u00e0 la simple pr\u00e9sence ; elle englobe le sentiment d&#039;appartenance. Je repense souvent \u00e0 un moment, lors d&#039;un de nos programmes, o\u00f9 un participant a murmur\u00e9 :<\/span><b> \u00ab Je ne savais m\u00eame pas que nous avions le droit d&#039;entrer dans la pi\u00e8ce. \u00bb<\/b><span style=\"font-weight: 400;\"> Cette phrase m&#039;est rest\u00e9e longtemps en t\u00eate. Elle refl\u00e8te quelque chose de plus profond que l&#039;exclusion, le sentiment que certains espaces ne sont tout simplement pas les bienvenus.<\/span> <span style=\"font-weight: 400;\">C&#039;est pour vous. Pour moi, la transformation consiste \u00e0 franchir cette fronti\u00e8re, tant au sein des institutions qu&#039;au niveau individuel.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Troisi\u00e8mement, j&#039;en suis venue \u00e0 consid\u00e9rer l&#039;exp\u00e9rience v\u00e9cue comme une forme de leadership. On associe souvent le leadership \u00e0 des titres ou \u00e0 une autorit\u00e9 formelle. Or, dans mon travail, je le per\u00e7ois chez les personnes qui \u00e9voluent dans des syst\u00e8mes complexes, qui tissent des liens entre les communaut\u00e9s et qui apportent des perspectives souvent n\u00e9glig\u00e9es par les institutions. Lorsque ces exp\u00e9riences sont prises en compte, elles ne se contentent pas d&#039;enrichir le d\u00e9bat\u00a0; elles le transforment.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Aujourd&#039;hui, la transformation est \u00e0 la fois concr\u00e8te et profond\u00e9ment humaine. Il s&#039;agit de repenser les processus pour que la participation ne soit pas une option, mais un point de d\u00e9part. Il s&#039;agit de p\u00e9renniser l&#039;inclusion. Et il s&#039;agit de cr\u00e9er des espaces o\u00f9 chacun se sente non seulement invit\u00e9, mais aussi l\u00e9gitime.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Pour l&#039;avenir, je souhaite contribuer \u00e0 une \u00e9laboration des politiques plus ouverte, plus repr\u00e9sentative et plus ancr\u00e9e dans les r\u00e9alit\u00e9s v\u00e9cues. Une \u00e9laboration o\u00f9 les personnes issues de l&#039;immigration et les autres communaut\u00e9s sous-repr\u00e9sent\u00e9es ne sont plus rel\u00e9gu\u00e9es \u00e0 la marge, mais participent activement \u00e0 la d\u00e9finition des priorit\u00e9s.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Car la transformation n&#039;est pas quelque chose que nous livrons.
